Can someone harness the power of a Tesla coil to make a weapon or generate electricity to power his/her home for free? Energy always dissipates along the path of least resistance. In the case of high voltage electricity there are two factors to consider: 1) The path of dielectric breakdown through air and 2) The nearest, largest body capable of accepting charge.

Usually with a Tesla coil or a lightning strike high voltage causes air to break down in a fractal pattern toward the largest conductor until it forms an ion channel between the high voltage source and the charge acceptor.

You can, however, direct the path of lightning if you create a specific path for it to travel in. With a lightning rod you are creating a conducting channel straight to the Earth as a charge acceptor. A sufficiently powerful laser can also do this by creating an ionized channel in the air for lightning to travel in.

So, given these points you could turn a high voltage Tesla coil into a weapon by directing a several megawatt laser at your target to create an ionized channel through the air to your target, thus making it the route the electricity can travel most easily to reach ground.
